Duties

Help

  • Reviews requisitions to determine that proper specifications or purchase descriptions are included in solicitation documents.
  • Selects clauses to cover special conditions, such as inspection and acceptance, marking and packaging, quantity variation, price differential, or transportation costs.
  • Contacts technical personnel to resolve questions of applicability of specifications, classifications of terms, or acceptance of substitute items.
  • Evaluates bids or proposals for compliance with specifications or purchase descriptions and applicable clauses. Considers financial responsibility of suppliers by evaluating contract performance on previous contracts.
  • Meets with commercial representatives to discuss procurement needs, quality of items or services, current market prices, or delivery schedules.
  • Performs other assignments of similar difficulty that have been selected with a view to developing advanced skills, e.g., administering the negotiated and formally advertised contracts assigned; monitoring progress of contractors; preparing change orders
  • Participating with higher graded specialists in the procurement of technical items using the formal advertised method where the items are manufactured to special specifications and are complicated by restricted price bidding, special processing, or packing and packaging specifications.
  • Serves as the Private Organization (PO) monitor for the installation.
  • Responsible to maintain PO files, coordinate PO fundraising requests, provide guidance to organization that wish to become a PO and coordinates their request through the NAF Accounting Office to the installation commander.
  • Performs all administrative procedures in the event of non-compliance to include drafting and sending memorandums of suspension and dissolution.

The area of consideration for this vacancy announcement is citizens, permanent residents, and legal residents of the United States (US) who reside within the local commuting area (60 mile radius) of RAF Croughton, United Kingdom (UK), or will do so within the next 30 days.

Permanent and legal residents of the US must be citizens of a NATO country, unless authorized to reside in the UK as a dependent of an employee who serves in support of the US Visiting Forces. Eligible applicants must possess a US-issued social security number and be able to provide documentation proving residency status in the UK. Documentation could include PCS Orders, UK Visa, etc.

Applicants cannot be 'ordinarily resident'. A person is considered to be 'ordinarily resident' if they have resided in the United Kingdom (UK) for more than 366 days without an affiliation to the US Visiting Forces. Time spent in the UK as an employee, or dependent of an employee, of a US agency serving and supporting the US Visiting Forces (i.e., active duty military, federal civilian, AAFES, Red Cross, one of the contract universities, a military banking facility or federal credit union, or US government contractors) is not counted toward being 'ordinary resident'.

In accordance with the Status of Forces Agreement between the US and the UK, British citizens (including UK dual citizens) may not apply for US NAF positions; however, they may be eligible to apply for local national positions on base.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Qualifying Experience (MUST BE SUPPORTED IN RESUME):
  • One (1) year experience in a procurement, purchasing, or contract administration role.
  • Experience reviewing requisitions and purchase descriptions.
  • Familiarity with basic contract clauses and terms.
  • Basic understanding of procurement principles and practices.
  • Ability to evaluate bids/proposals for compliance with basic requirements.
  • Basic knowledge of procurement regulations and policies.
  • General understanding of contract law principles.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does allow for education substitution in order to qualify.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
